The dropouts look very cinelli-like. If you search "cinelli dropout" you'll see the similarities.
But I haven't seen lugged forks on any of their frames.
And I really doubt that a cinelli would go for $100 unless it is old and from an era that no one cares about, or has total crap parts on it (which this kind of looks like).
The cranks don't look bad though and look like vuelta pistas
The wheels look like they have unsealed pot metal hubs in them, but the rims look decent.
I've seen some very good bikes with like ENO cranks, ritchey cockpit, etc going for $250ish but that's in this area so my opinion is probably a lot different.
Doesn't look like a bad bike for $100.
Personally, i'd get it if I could tell that it wasn't made of hi-ten. Something I can verify by lifting it (hi-ten is very heavy).
I need something else to take me around a few blocks here and there.

I'm not the best CL sniper though, so i'd wait for other opinions.
