The Fuji Dynamic 10 Mixte was an upper, entry level bicycle manufactured in 1975 & 1976. It was a fairly basic and heavy bicycle for the era. One in good, clean, ready to ride condition would be worth about $125. This one has been modified by replacing the drop bars and stems shifters with upright bars and twist shifters. The owner has also added a rack. These changes might bring the price closer to $150 but it's hard to tell the condition from the small, non-drive side photos. It might be worth quite a bit a bit less.

It's suitable for the intended purpose but at 5'0" my big concern would be proper fit. The 19" frame on these bicycles were more suitable for someone around 5'4". Even with the seat all the way down, you may have to fully extend your leg at the bottom of the pedal stroke, which is not a good thing.
