You can squeeze a 1.75 tire onto those rims, but ironically 1.75 tires are tough to find these days, where as you can get new 20 X 1 3/8 tires as they are still used in racing.

The difference though is modern tires are smooth where as the vintage ones were knobby. The reason for this is most BMX tracks these days are actually paved.
