700 - 720 - wouldn't worry about it.

The cantilever brakes you have generally provide good stopping power, but can be prone to squealing if not adjusted properly - might be the 'toe in' is not correct. There are tons of previous posts on BF re: setting-up canti brakes - and on the web. Fortunately, your brakes should have adjustment mechanisms that make set-up relatively simple. If you have questions post a close-up picture or two. A new set of pads wouldn't hurt - Kool Stop pads are good quality and affordable - just make sure you get the right ones - many different kinds.

Yes, a good rechargeable tail light and head light are a must IMO. I have found Cygo Light products to be affordable and reliable - don't need the latest/greatest - lights from 2 or 3 years ago will be plenty bright and have good battery life. But, there are many good choices out there.
