Found this elsewhere, but someone somewhere spotted this in the wild. Art bike, probably. I found a paper bike cutout attached to a bike rack by a paper loop chain outside the art building at VCU a few decades ago.
Verdict: rideable! There looks to be brazing where the tubing crosses.
