Officially, registration depends on where you live (generally by state in the US). Unofficially, I get the impression that most people ignore the law. If you go the official route, I suspect you will find that 80cc is well beyond what can be ridden as a "bicycle" in your jurisdiction. If you decide to just fake it and ignore the laws, an 80cc 2-stroke might be a wee bit conspicuous.
