With the OP's height, they could ride a 29er, 1.74m is not short ( I ride with people shorter than that who ride 29ers), for looking for anything below 27.5 today, nothing is designed (primarily)for them now, even tires are having the latest designs optimised for larger (27.5 & 29") wheels, for below 26" forget it, it never really existed in the first place.
