The Arlington County (VA) Bike Club used to start some rides at the top of the hill in Arlington National Cemetery by the Lee mansion, IIRC. It was difficult not to exceed the speed limit riding down th hill. Occasionally a cop jumped into his Studebaker Lark and chased riders. Since the bikes were more maneuverable than the cars, and since the road had a lot of curves, No one got caught in the year I was a member.

Nowadays I obey all pretty much traffic laws. In fact, at the end of rides, I hope the lights turn red.
