My Stepdaughter has been involved in Horses until quite recently. So as a newly acquired member of the family it was all new to me, sheesh the costs involved in acquiring a cheap horse, and they are a handful... and all cheap horses have issues, always physical and quite often emotional... i must admit they are interesting to be around and to get to know... my observation was that there are not really bad horses just bad owners .. as a pack animal they will do what the boss says unless the boss is a crappy boss then they will do whatever the heck they want to do, and you can inherit all kinds of problems from the previous bosses... how about a goldfish instead?
