Having said that, I might just do my first wrap with innertube. I've been riding doubled up cloth tape the past few years. Did once wrap a bar with innertube and tried it. Liked the feel but too much grip for me. I want to be able to quickly slide forward to the brake, always. But cloth over the innertube should solve that nicely.

I also tried inner tube as bar tape, and was OK with the stickiness, but found that the rubber did not hold up well under sweaty hands, and that it will rot and fall apart after a month or so. But if you cover it up with some other tape, you should be fine.

I've been using inner tubes covered with cork ribbon for several years. Another thing I do is get rubber vacuum tubing from the auto parts store, and tape it to the front and back of the bar tops, to create a flat spot for my hands, then tape over that with cork ribbon.
