If they're struggling to ride up a 7% paved road
regardless of pace, and they ride in area where 7% hills aren't exceedingly uncommon, then they have a serious problem with their bicycle setup.
(And yes, I'm saying that a very large fraction of people on road bikes have a serious problem with their bicycle setup.)
