Steel, and not Campy. To the best of my recollection, Campagnolo toe clips came out around 1983, give or take a year.

Alloy toe clips were around much earlier, but most people avoided them since they were known to break.

The standard then was steel Christophe toe clips. Binda or Christophe straps usually. I'm not sure what was OEM on a Raleigh Pro in 1973, but clips and straps were considered consumables.
