i can't tell you much about the twin cities specifically as I work there but don't live or ride there. But I know if you get out to more rural areas of MN, most of the state and larger county roads have nice wide paved shoulders. The state also has quite a few paved rail bed trails that are quite nice.,,if you are willing to get out of the cities.
