Mine were fortunately more rusted than yours, so I just went with primer and silver/chrome paint on them after de-rusting. I don't know who did up that downtube decal for you, but it is very nice. I might have gone with that original design on mine if I could have figured out an easy way to get it reproduced. I never did find a very good online image of that decal to work with, which was part of the problem, I think.
