For what it's worth, you can just buy a complete bike online and assemble it if learning how a bike is put together is what is important to you, but I suspect you want a "Custom Fixie" with colorful components or something similarly ridiculous. You asked for the best components for the money and buying complete will get you those, especially with a tiny budget.
