For $25 I'd be all over that. Put $50 into it, and flip it for $200. At least in my area (NNJ)..
From the little I know about Miyatas, they did not combine down-tube shifters with hi-ten frames. This should be their Cr-Mo frame. Not a bottom rung bike.
