I'd start by looking at local frame builders. On a ride last week, I ran across a guy riding a sweet custom Appleman bike (a local builder). I chatted him up and it turns out he was Matt Appleman, the owner/builder. We rode/chatted for ten minutes or so and it came up in conversation that he also does repairs. I would be shocked if you couldn't find someone similar within driving distance.
