It's a pretty interesting bike but, no way I'd pay $450 for that. I really can't tell what kind of frame set that is from the pictures & it's not Campy equipped. I've read that Italy outsourced some bikes to Japan back in the 80's. That may be one of them. If it's nice & light & everything works $200 would be closer to reality.
