Racks that grab the front dropouts work best IMO, but not with fenders (unless you remove them). And if you're going to remove stuff you might as well put the bikes inside, if you have the space.

I often carry four bikes when traveling, two "event" bikes without fenders inside (with the wheels removed) and two touring bikes on the rack.
