The image posted is from page 2-4, but on 17-13 (Appendix section) there's a list of recommended torque ranges for many components. Oddly, the "range" for crank bolts there is 350 in-lb, quite a bit higher! Park Tool's recommendation for Campagnolo cranks (what vintage??) is somewhere in between these. I generally go with those for most bike wrenching; not to say that I don't trust Sutherland's which I use all the time. Everybody working on bikes seriously should have a copy of Sutherland's.
