Now, now. Just because we haven’t identified all the determining factors doesn’t mean the system isn’t deterministic. As for Florida and RI, everyone was tsk-tsking because of all the pictures of maskless yahoos on the beach, where no one was going to transmit anything, when the action was in the donut shops.
