I find it hard to believe Campy made a special size for Sears bikes.
French seat tubes had 28.0 mm od and I could imagine Campagnolo making clamps for that size as a derailleur made for 28.6 tubing can be a little sloppy. But, 27.2 mm is real small, I think.
