I suspect he’s a younger city dweller, and wastes a huge portion of his day dealing with traffic. Between that and crap weather, it can make riding 12k miles a year seem impossible. Throw in a wife(or non-cyclist SO) and some children...
I probably wouldn’t ride this much if I had those time commitments.
