The reason why is that bikes on Amtrack are practically not allowed as far as most of us are concerned.
And I guess nobody is going to address the fact that taking the fork out is a pretty extreme measure, it's certainly not just taking the wheels off. A small regular bike will fit in the same size bag as an S&S bike if you are careful. See:
