It is a triathlon post. Tria guys might be able to explain why it is better and how many milliseconds it shaves overall while the rest might tell you that its one of the many weird tria things <joe king here> to get attention...

Apart from the joke it really looks like the rider wanted to counter the effect of the back-bent ST as the seat is the pushed as forward as possible.
