HV pumps are usually designed for use with mountain bike tyres, so 20-40 psi tops. I have a Topeak HV mini-pump, but I’ve never tried using it on my road bike tyres at 60-65 psi. I use a Silca Tattico for my road bike and it works fine. I think my HV pump would be hard work at that pressure.
And speaking of Silca, I found that even their Gravelero pump has difficulty getting my gravel bike tires up around 35psi...So I am running their Tattico -- which requires more strokes but is easier to pump.
