I use a two Serfas lights for night riding:TSL-250 for near view and TSL-500 for far. Both on handlebars, I don't like a helmet light because it makes close flying bugs look like monsters. Riding at 20+ MPH is not a problem, however most roads here are well lit - I can't speak for how adequate they'd be for you in Michigan. That combo could be had for $250ish, probably cheaper if you shop around.

For rear light, I use a Planet Bike SuperFlash Ultra. It has a random blinking pattern that is supposed to keep drivers' attention (I don't know how accurate that is in reality...) and is plenty bright to be seen from yards and yards away, especially on darker roads.
