The bike doesn't fit. That's the problem the OP wishes to correct. There is one very cheap fix that would bring the handlebars closer to the seat without changing the angle of the bars. The stem (part that attaches to the handlebars and fits into the bike frame) looks to be pretty short. You could get a longer stem like the one shown here:
