You are correct. What I think the original poster is wondering is were these bikes left by a previous tenant. Shame that there was no name and phone number on the bikes themselves so that they could be contacted. If the bikes are truly abandoned with no forwarding information then eventually "something" needs to happen to them. Sounds like the building owner would be content to trash them. They don't care. That would of course be a shame.
