I'd be looking more in the $120-$140 range. Maybe offer that and see if he wants to deal, then settle in the middle somewhere. I'd say that's on the steep side, but it could be worth it to you depending on the condition of all the parts and how much you value your time, your money, and this particular model of bike.

I think it would be an OK commuter if it fits you, if it's in good shape, and if you have money to outfit it (think seat, handlebars, stem to fit your body) (lighting, reflectors, locks, racks) however you need.

I think you'd learn something from test-riding it even if you don't buy it.
