Unfortunately, without holding them in my hands, I can't say what was wrong. Maybe the rim was spotless, and the tape job was bad. Maybe the tape you are using is no good for your rim. There are too many variables that aren't mentioned that could cause leaks...even rim damage.

Do you set your tape in place with a tire/tube first, or just install the tires?
