That should work, especially for water slide decals, I’d use detergent over soap. For vinyl decals I’ve used VeloCals application fluid, which definitely as some alcohol in it, or 3Ms recipe which is:
4 drops of liquid dishwashing detergent, (not soap) in a pint (1/2 liter) solution of 25% isopropyl alcohol, and 75% distilled water.
