The standard Schwalbe Marathon (Greenguard) tires come in a 700x45. Looks like biketiresdirect and universal cycles have this size in stock. These tires are a bit lighter than the Marathon plus tires, ride very nicely (in my opinion), are rated for ebikes, have excellent longevity, fairly inexpensive, and mostly bombproof (with respect to puncture protection) until they are worn out. They would be my choice.
