Sadly you are correct. About 4 years ago out on a little used hiway an 83 year old woman with known macular degeneration ran over an guy on his trike, riding on the shoulder. He was flying flags.
To make maters worse the Co Att refused to charge her in criminal court. He said the guy should not have been out there on that "contraption". His family had to resort to civil court.
I assisted family friends in getting and setting up a white memorial trike at the site.
