"Essential worker" dates back to workplace shutdowns; there's no debate that keeping utilities running is essential, even if other businesses are closed.
But "essential" for vaccination priority is a different thing. Priority is given to those vulnerable to serious COVID, healthcare workers, etc. A different pecking order.
That's not all of how they prioritize it, or food and agricultural workers wouldn't be in Phase 1b.
