^my socal coastal (non-raining) winter/spring experience is:

two pairs of cycling socks or one thicker pair of wool socks
full bib tights. if they have "wind panels" on the front, so much the better.
two merino wool undershirts. one short sleeve, one long sleeve. short sleeve one closest to the body.
medium/heavy weight full zip jersey.
arm warmers.
windbreaker (usually half unzipped if on the flats, fully unzipped on bigger climbs, fully zipped on bigger descents) or winter jacket (usually half unzipped).
skull cap (w/a cyclist cap in a rear pocket to swap out if it or you warm(s) up).
a neck gaiter < 50 degrees.
regular, fingerless gloves with glove liners underneath on shorter rides, full-finger gloves (with potentially glove liners) on longer rides that don't warm up.

i do better riding too warm/hot than too cold tho. there have been times i just rode fully unzipped because i was too lazy to stop and take off three layers to
peel off the inner baselayer and roll it up and tuck it into a back pocket.
