To get rim brakes in any form, your only options are to either buy a decent mid-ranger with rim brakes (most likely V-brakes) and start upgrading stuff, or convert a high-end road bike to a flat-bar. If I'm not mistaken, Performance Bikes still sell the Kestrel flat bar road bike with rim brakes.
