That says nothing about "taking the lane".
It simply says not to take BOTH lanes, which I don't think is legal in any state.

In fact, that is the same road that has the Bikes may use full lane signs posted in a few places, as well as several "share the road" signs.


I'm a bit surprised about the walking on the right as it is frequently recommended to walk on the left facing traffic. However, it might be best for all walkers to be in the uphill lane as that is the lane where it is easiest for cars (and even bikes) to react to their presence.
