Since I don't know that it cannot be done, I would fab a new strap from sheet aluminum, maybe chop a scrap of gutter. May need some sort of block from aluminum or hardwood for the bolt block and thin inner tube to protect the paint and added grip on the down tube. But, then, I've never had one of these in hand, only photos.
