I remember those, the industry name for them was 'hybrids'. The 29er frames are usually a true MTB while the 'hybrids' were more of a cross between a road bike and a cyclocross bike.

The "Cross Project USA" was a cyclocross frameset, it was the forerunner to the Cross Concept and the Axis. The first ones were probably the last fully lugged cyclocross frames made by anyone other than custom builders. Somewhere along the way they changed them to Tig welded though they left a couple of lugs IIRC and then finally switched to Tig only. It's hard to see in that poor pic of mine but it even has rack mounts on the front/rear dropouts (but none on the seatstays).
