I did resolve the static header/footer issues I was having by turning off "Infinite Scroll" in the user options.

Odd, but I can no longer see the option now that it is turned off. But, it provided no benefits, and lots of headaches.
We just deployed a bit of a server upgrade. hopefully this help mitigate some of the problems with BikeForums hogging up resources.
