In my neighborhood they are supposedly required, although I can't imagine that ever being enforced. I'd love to get a Hello Kitty bell, but I have a plain black bell. I think it helps on the MUP.
I have a 'loud'(?) bike bell and I actually wrap kitty kat bell necklaces around my handle bars to jingle quietly while going through the park. Gets peoples attention in a very quiet and non-startling way. Since we are the kRaZy KaT people of our neighborhood, I can always color match the necklaces we have lying around to whatever bike Im riding.
