I understand someone missing the reversed fork, but the brake cable that comes down through the center of the stem seems like it would throw up all kinds of red flags...

I don't usually post here but this one has been bothering me. It's been listed for weeks and doesn't even have usable tires!! He originally posted it at $1500 and claims it has parts worth a total of $2500. I should offer him $150 and see what he says.
