May be a nice builder. I've just never seen a touring, or even "sport touring" bike with 16 spoke wheels. Not sure how much weight you can put on that rack. Maybe for credit card touring when all you can carry on the rack is literally the credit card.

That's been on the bay for a while. Annoying because the pics all show it all built up, but it's only frame/fork. My size, so it keeps coming up in all my searches.

The bike shifts and brakes great and the ride is super fun, fast and comfortable.
I am 5'3'' and ride comfortably, but the seat could be raised to fit someone up to 5'10''.
I love this bike but am selling it for financial reasons. Price is $300 but feel free to make an offer because I'm looking to sell it ASAP.

At least the guy is honest, and he doesn't claim anything other than he was "tinkering." I think he skipped the geometry lesson on the strongest geometric shape, however.

And here is another wacky custom. I wonder if it can turn without the pedal hitting. Blue velvet seat and grips are definitely the thing these days. Shark fin top tube is pretty frightening, though.

Seller's response, "Appreciate the offer. I was told to search eBay and found out that it is a vintage bike worth over $1000. I am going to take it to a bike shop this week and have it appraised.
