Those were known quaintly as "Ladyfront" tandems. The idea was that the delicate lady should not have to look at the gentleman's rear end, but she is of course much to delicate to actually be able to steer the thing, so the gentleman takes over those duties from the back.

Thank you! On a whim, I expanded the search and a really nice Cannondale T2 popped up that morning a couple hour or so drive away. I bought it that afternoon. Seller was terrific and the bike was immaculate.
