They look like part of either a v-brake or cantilever brake assembly, where the screw adjusts the spring tension on the brake arm; don't know what the technical name of the part is.

Sun CR-18 rims are exactly what you're looking for. I bet your LBS can order one for you for not much more than what it would cost someone here to ship a rim to you.

I've built at least five sets of wheels using them. They are very good quality for the money, build up easily and they are nearly bombproof. The silver ones are the ones to get for a vintage build. They don't look at all out of place on a vintage bicycle... pretty much an ideal choice for a thrifty set of wheels for a tourer.

This.

My LBS uses these all the time for vintage bikes. Polished and classy, but also understated with their modest logo decals and relatively boxy profile.

They're great rims. Available in several diameters and spoke drillings, but unfortunately apparently not 590mm BSD (650A), 40-hole drilling anymore.

I have a couple sets. Looking at the cross section

I wonder if you could soften the sharp edges just a smidge to make them slightly less angular in appearance.

Does anyone have use of a set of 27x1.25 Weinmann rims, and handlebars/chicken lever brakes/stem and leatherette bar cover from a 1976ish Motobecane Super Mirage?

Yep, but mine will be free for the cost of shipping!

I am only wanting the frame. I promised the girl who gave it to me that I would make something cool from it but it is pretty rusty.

And I realized, I should have said “have NEED” not have use. Oops.

I would always say yes to Motobecane handlebar with Hutchinson covers, but the shipping cost wouldn't make much sense (I'm based in the UK right now).
As for the frame being rusty... How rusty are we talking about? Is it rusted through? Many steel bicycles will have surface rust that might look bad, but when you clear it out, you might see the frame is actually still structurally sound. Worst case scenario, you might have to repaint it (though this adds a cost and/or time you're not going to get back)
As for something cool, what's not cool about Motobecane handlebars? The stem is a bit short (for me), but you can always replace that. The rubber covers can be taken off. Soak it in warm water before to make the process easier and wear some gloves with talcum poweder when removing the covers as they will require a bit of gentle twisting around. They can be put back later on using talcum powder when the handlebar has been polished. If you don't want to use them, you can always ship them to me I know they limit brake levers position to just one place, but that's something one can get used to. You can replace the brake levers with something more funky or just polish them up. You can clean up the hubs and rebuild them into 700c rims (or any rims you'd like). Or just clean up / polish current rims and keep using them, nothing wrong with that. So what you've got there can look pretty alright with some love and affection
Some proof below. The handlebars I used were probably in a worse shape than yours, the frame was battered, all aluminium parts were oxidised... Well, the list would be long.

Those covers are great, except for installing/removing.
You have to take the brake levers off as well; the version with holes for hoods may be easier than the one with integrated hoods.
I used wd40 as as lube.
You adjust brake lever position by cutting bits off the end of the bars.
Don't lose the special plugs that keep the end fom cutting through the cover.

Even with the bother, they are worth it.

The way I removed mine (for cleaning and polishing of the handlebar) was firstly removing brake levers (when you press the lever, there's a screw inside which holds it on the clamp) and I left clamps inside the rubber covers. Being loose, they just came off with the covers. As for the covers themselves, I've put the handlebar in a container with warm water (and I think I added some dishwashing liquid) and they came off fairly easily. I did end up with blisters (which is why I'm mentioning wearing gloves) because I had to work them off the handlebar, but it wasn't particularly difficult. Then I could clean up and polish the handlebar, remove the stem without problems and also clean it up and polish. When that was done, I've put the handlebar back into the stem. For the covers, I liberally applied some talcum powder (well, baby powder, don't remember if it uses actual talc or starch) inside, got rid of the excess and pulled them on the handlebar. It was very easy. Yes, I'm aware there is some powder residue in there now, which I think won't affect the rubber or aluminium much anyway. If I were not using the baby powder, I have some lubricant for plastics around and would probably go for that before reaching for any petroleum based lubricants and oils.
Yes, they are totally worth keeping. They offer very good grip and are quite comfortable to use (in my opinion). Personally I prefer cotton when I have a choice, but these covers were well made. The ones I have are over 40 years old and they are holding up very well despite total lack of care for most of this time. Can't see cotton or cork handlebar tape lasting that long.

I have plans to make a straight bar single speed from the Motobecane for someone as an around town bike to give away to someone. The woman who gave it to me asked me to give it some new life.

The bars and stem will likely be taken apart and someone may want them separately. The bars are Motobecane marked, the stem oddly, is not.

The frame will be fine, and I might be able to salvage and prettify the headset.

just seeing if anyone with a Moto project would like them intact.

The rims are classic Weinmanns and are reasonably good. The hubs are not.
