Yes, but the suggested targets of the letter (chamber of commerce, elected officials, etc.) will tend to get it and put pressure on the bureaucrat to reverse the bone-headed decision.

Bingo. Also, I don't vote for elected officials in California; what do they care about my opinion? The idea is to motivate people who do vote for them to give'em what they deserve, and some ammunition to back it up.

If there actually was a ranger around, you could be ticketed. In addition, the CHP and county sheriffs had the ability to patrol the road, too, and enforce the rules.

Getting serviced by the NFS is kinda like when I was a kid on the farm and we had our cows "serviced" by artifical insemination. The action is the same.
