^ that bar setup is completely JA. The rear brake is alright because it is at least on there correctly.

Really not used to seeing a rear wheel locked to the bike, and the bike locked to nothing.

I don't, but if you are referring to a green Raleigh with extralong fenders and inverted townie handlebars, it could be the new owner (I sold the bike earlier this year).
