The reason the pictures of the old an ordered chainring is that the chainring pictured on the website is actually a 39T, not a 46T - which you probably realised yourself by now

A side note on the rear derailleur hanger, unless you have a Dag 2.2 tool or something similar to actually check the rear hanger, it could be slightly out of wack and still work properly. I observe the riders bikes in the groups I ride with, especially from the rear, many are riding with a hanger that is 'off' a bit, but the shifting still works fine. I check mine on a regular basis just to keep it spot on. As long as one doesn't wack the derailleur it stays in alignment.

I started to read this thread and all the comments and thought for sure you were going to be overwhelmed with everything being pointed out...on top of he poor condition the bike was in. Way to go for not giving up and fixing this on your own!

You have a chainring guard on the outside. I trust your fall-offs are happening to the inside. In that case, you do not need the full guide suggested above but just a Chan Watcher. (There are several other brands that do exactly the same thing just as well.) They are made to keep chains from falling off the small inner chainrings of triple cranksets but would work just as well here. They cost ~$15.

There are a number of "drop stop" rings. Wolftooth makes some.

They tend to have slightly more aggressive teeth, as well as often narrow/wide teeth designed to work with the narrow/wide chain plates.

I can't tell about the ring that the OP posted, but he didn't indicate that was actually what was on the bike.

I think you would benefit from a slightly longer rear derailleur cable housing by about 3-4” longer. It will shift better, last longer and stop the housing getting damaged removing the obtuse angle into the rd barrel adjuster.
