Good eye for detail, but no, it's not a quick release fork. It's the Mavic Speed Release system.

If you’re comfortable on it it’s the right bike for you. If I had to guess by looking at the seat setback I’d say you may want to consider the old KOPS test and see if you’re too far back, hence the need to shorten the reach. Just my 2c. I’m tall as well with a very high seat and just given the setback that the seat tube gives me at that height I need a zero offset post, or the seat slid up.
